Activity: Dominion Transmission, Inc. is proposing to construct approximately 98.7 miles (2,497 acres) of pipeline, new metering stations, and a compressor station (CS) within the state of West Virginia for transmission of natural gas to markets in Virginia and North Carolina. The AP-1 mainline will originate at a new interconnect with ACP facilities in Harrison County, West Virginia. From the Harrison County interconnect point, the pipeline will extend southeast through West Virginia, crossing Harrison, Lewis, Upshur, Randolph, and Pocahontas Counties to the Virginia state line, where the pipeline will continue through Virginia and into North Carolina. An access road associated with this project will cross a Tier 3 waterbody near its headwaters.

On the basis of review of the application the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application.

Any interested person may submit written comments on the site registration permit application and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Such comments or requests should be addressed to:

The public comment period begins November 17, 2017 and ends December 17, 2017.

Comments received within this period will be considered prior to acting on the permit application. Correspondence should include the name, address and the telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the site registration permit application and this facility’s coverage under the General Permit. Interested persons may contact the Public Information Office to obtain further information.

The application may be inspected, by appointment, at the Division of Water and Waste Management Public Information Office, at 601 57th Street SE, Charleston, WV, between 8:00 a.m. and 4:00 p.m. on business days. Copies of the application and the General Permit and Fact Sheet may be obtained from the Division at a nominal cost. Regulators issue ‘Letter of Disapproval’ for Atlantic Coast Pipeline; Not a rejection, ACP says

The N.C. Department of Environmental Quality wants more information from Duke Energy and Dominion Energy on the Atlantic Coast Pipeline.

The utilities behind the Atlantic Coast Pipeline have hit another potential delay with the N.C. Department of Environmental Quality.

ACP spokesman Aaron Ruby confirmed Tuesday that Dominion Energy and Duke Energy received two more information requests from NCDEQ, this time related to the project’s erosion and sedimentation control permit.

Ruby clarified that, despite the fact that the documents are called “letters of disapproval,” they don’t constitute a rejection by the agency.

“The agency has stated very clearly that it has not denied our permit,” he said in an email to Triangle Business Journal. “A ‘Letter of Disapproval’ is simply the mechanism the agency uses to request information or make procedural notifications.”

This permit does nothing positive for WV water, which is and will be our greatest resource in an increasingly thirsty world.
