		<description>There seems to be lots of talk about a &quot;cracker&quot; plant for the ethane in wet natural gas.  It&#039;s like a contest, each Governor is trying to out bid the others with give away concessions to the chemical industry. 

Shell is evaluating western Penna.  A &quot;regional&quot; cracker is under study for WV.  Dow Chemical is considering Texas, Sasol is considering Louisana.  

Risking 12 billion dollars is one thing, but that estimate actually be much higher when accuate costs are determined and when the inflation effect is incorporated.  Wow.   $$$.</description>
