I spoke with James Lefik with Mon Power this afternoon a little after 2:00 PM. Mr. Lefik works in the environmental department for First Energy, the parent of Mon Power.  I had e-mailed Mr. Lefik upon receipt of your complaint.  

He let me know that Unit 2 of the Harrison station was in start-up mode this past Sunday morning (it began to start-up around 6:30 on Saturday evening).  

Mr. Lefik said there were some operational issues (primarily due to the cold weather at the time), and the unit was only able to achieve around 200 mW output.  This is much less than the rate at which the unit normally runs.  The other two units, Unit 1 and Unit 3, were operating normally.  He is confident that the startup is the cause of what you saw Sunday morning.  Mr. Lefik said the stack appears normal now.
