A couple of points: first, yes, either taxpayers or ratepayers will bear the cost, because the coal and gas industries are struggling for profitability, struggling to compete with renewables, as it is without adding CCS. 

And there is an energy cost as well--a  coal plant with CCS needs to burn 30% more coal for the same power. 

CCS/CCUS is not a climate solution -- it&#039;s a solution for a beleaguered industry whose only strength is its political connections.They won&#039;t actually build an enormous network of pipelines and storage caverns -- local people will block the pipelines, and the plants don&#039;t work well, early ones usually were abandoned after capturing much less carbon dioxide than promised.

And, when IEA says CCS is an important solution, they don&#039;t necessarily mean this -- they can also be talking about natural sequestration in the soil. Some of this, like BECCS, is dubious but some is a real solution.
