Harrisburg, PA — The builders of a natural gas pipeline told state investigators that they intend to restart the pipeline. The Pennsylvania Public Utility Commission said it received notice on Sunday from Sunoco Pipeline LP of the company&#039;s intent to restart the Mariner East 1 pipeline.

Engineers from the PUC&#039;s Bureau of Investigation and Enforcement will be at Sunoco&#039;s offices to monitor startup procedures on Monday.

The pipeline has been out of service since Jan. 20, when engineers from the pipeline safety division began monitoring efforts to fix a sinkhole that exposed a small segment of the pipeline along Lisa Drive in West Whiteland Township, Chester County.

The Mariner East 1, 2 and 2X pipelines are designed to carry natural gas liquids from the Utica and Marcellus shale formations to ports on the East Coast.

The pipelines cut through several Pennsylvania counties, including Berks, Chester, Lancaster and Lebanon. Mariner East 1 has been in operation since being repurposed in 2014.

Sunoco, also know as Energy Transfer Partners, and I&amp;E have agreed to several additional safety measures that Sunoco needs to undertake related to the sinkhole issue.

In December, Chester County District Attorney Thomas P. Hogan launched an investigation into the pipeline. He said that in the last two years he has seen complaints about sinkholes, contaminated wells “and some not-so-subtle bullying of Chester County citizens by big corporate interests.”

Earlier this month, the PUC announced that Texas-based Energy Transfer agreed to pay a $200,000 fine for a 2017 leak in Berks County.

		<description>Maybe we are coming to a corner. This article and the previous one seem to indicate there is a powerful will to curtail the industries that belch carbon dioxide and methane into the atmosphere.  Although sources vary, the believers in global warming well outnumber those who do not and the number is increasing.

The industry continues to have financial problems, even when the vast externalities, global warming, contaminated land and water and sickness are ignored.  These include collapse into a few large companies, as the recent acquisition of Anadarko by Chevron.  These biggest companies are diversified and developing renewables, too.  Even they have to buy back their own stock to keep up the worth of stock, though.

NEPA, the National Environmental Policy Act, has become the enemy of the developer – Antienvironmentalist crowd.  Politicians are trying to weaken it, and it is not adhered to by the agency that is supposed to set standards for the industry, but it is clear enough in its writing, attacks through the courts allow it to restrict mindless development.

The real problem is the influence of big money on government.  More and more, the environmental problem is a political problem, and the fight is between people today and people of tomorrow and centers unwilling to change.
