&quot;Out of state&quot; activists&quot; helping the state AG defend the environment ... from mostly out-of-state drilling companies and pipeline companies and their mostly out-of-state workers. 

These guys feel like if they&#039;ve bought enough Members of Congress and FERC Commissioners, they shouldn&#039;t be expected to have to buy up state-level politicians and law too.

		<description>Is WV not included because the state AG did not apply for the program? 

The residents of West Virginia need help or perhaps the powers that be in WV are too heavily entrenched in the pockets of the industry to apply for this program. Every West Virginian has the right to clean air and clean water also. 

My feelings are that the leadership in this state cares more about extreme extractive industry than about public welfare. Yet another nail in our coffin.
