The Governor fas stated time and again his position that he will call a special session only when there is a coscensus on a bill which can be expected to pass in both houses of the legislature.

In these circumstances, more public conflict between business and the green movement will be counterproductive.

The petition will (and should) fail to bring about its stated objective.</description>
